It's quite unfortunate your university disqualified you. The law in Germany states that once a university disqualifies you from a study program, you will be unable to take a similar study program in the future. Since management is totally unrelated to engineering, it is highly likely you will get admission into a management program at another university if you meet the university's requirements.
The problem is, if you return to India, getting a student visa again to Germany would be quite tough. The visa officer would most likely assume you weren't serious during your first bachelor's program and that was why you were disqualified by your university. He or she might feel you will not be serious again if given the opportunity to go for a second bachelor's program. Your best bet will be to try and get an admission in a management program while you are in Germany and extend your student visa at the immigration office in Germany before returning to India. If you return to India, getting a student visa again to Germany will be very complicated.
